Dothan Perelló was a Mesan citizen and a soldier of the Mesan Internal Security Directorate. Holding the rank of Colonel in 1922 PD, he served as commanding officer of the 19th Regiment. His units approached Hancock Tower during the attack on the seccy districts in the aftermath of a number of alleged terrorist attacks. They were hit hard by seccy resistance. (CS3)
