If you refuse Richard's quest to ferry the goods to Aleroth, you can go and confront the New Order guards on the Jackson's farm. Talk to Lomax and you'll have another choice: either side with the guards or with Richard. If you side with Richard, you'll have the usual choice of rewards along with an uncommon item. If you side with the guards instead, you'll kill Richard. Afterwards, you can mindread Lomax and gain a stat point.
