He was the rich and ruthless head of the business company Compu-klerm. He is friends with the Madame President. He first appeared the episode "The Main Event", where he manipulated Buzz Lightyear and Emperor Zurg into fighting each other by using a system to lure them, though the two eventually found out about his plan and confronted Norbert for it before destroying his system, much to his distraught.
