Commander Amarcan was a highly placed Romulan officer of the Romulan Star Navy. He was a Commander of the late Imperial War College whose vessel disappeared into the Barrier. (TOS novel: Vulcan's Heart) His book, Axioms, was required reading at the Romulan Military Academy into the 2150s. Admiral Valdore would quote from this book when talking to Vice Admiral Khazara.
