Kenneth Kirkland was an Admiral for the United States Navy who was the unintended target of two assassins who killed the taxi-driver, Atif Nukunda who was driving the same cab that Kirkland was in. As a result of Kirkland's result, NCIS were called to investigate and it was later discovered that Nukunda had been the intended target, not Kirkland as originally thought.
