Choosing the Neutral alignment will have the same effect as this Galactic Achievement. You only need one or the other. There is a bit of a bug with this in DL because when you do normal soil/hab improvement or terraforming the planet class increases but if you build this wonder the planet class of the planets that are improved does not increase and this can put a pop cap on those planets.
