A manifesto is a list of one or two goals that an incumbent president says they'll accomplish if re-elected. If the president is re-elected and their manifesto goals aren't accomplished, voter cynicism will increase and people will be more likely to vote against the president, either for failing to meet their goals or outright lying about them.
