This technique is activated at all times, whether the user be awake or asleep. This technique also seals the eyes upon the death of the user. However, this does not correlate with the use of Izanagi, as the user is never truly dead. In the case Izanagi is used, the eyes will remain active, though seemingly one eye would shut forever.
