Ulysses Sutter also known as The Keystone Killer was The Founder of Central City and Keystone City also known as The Gem Cities. However some time after founding the two cities he was killed by his friend Marshall Fletcher who betrayed him. After his death he became a ghost intent on revenge as his sole purpose however years later he was eventually defeated by The Flash and Deadman after he began a recent killing spree in Central City.
