Eloe Phyber was a sprite who first appeared briefly in the first Artemis Fowl novel. He had history of traffic violations. He owned a purple camper and was given a parking ticket by Holly Short. He also was caught in the act of smuggling fish to an illegal fish market by keeping them packed in Hydrogel in the back of his van.
