Nassir Al-Jazair was a recent arrival from Afghanistan who insisted that he had been picked by the authorities by mistake but in fact, Nassir had been sent to Gitmo to kill Tariq Abassi who was one of Osama Bin Laden's sons-in-law. He attempted to do so but NCIS Special Agent Paula Cassidy shot him in the shoulder, opting to have him alive instead of delivering a fatal gunshot that would have made him a martyr.
