The Council of Voices is the governing body of Galyanna, the city of Forever Light, what passes as the capital city of the Lost Land. Thousands of years ago, each member of the Council, upon becoming old or diseased, had their minds uploaded into a massive computer system and their bodies placed in stasis, effectively rendering them immortal. In truth, the Council is a tyrannical ruling body and will do whatever necessary to ensure their survival first and the survival of their city second, even if it means the destruction of billions of innocent beings.
