The Malfoy Cartel was a criminal gang led by former New Galactic Empire Captain Draco Malfoy. They forced the Imperial troops on the planet to abandon Chandrila, which was under their control. They soon made outposts on Seswenna, a newly conquered Imperial world, and Byss, a minor planet in the Deep Core. They went to war against the New Galactic Empire in 13 ABY. It was actually a number of skirmishes, called the Cartel Crisis. In 13 ABY, they made a peace treaty with the Empire and were allies in the war against the Yuuzhan Vong, the Fourth Yuuzhan Vong Invasion.
