Scuttlers were workers in the Phraxmines below the Twilight Woods. Their job was to fill the oil barrels and keep out the vermin. The job was dangerous, and workers were often exposed to the glow of the Twilight Woods. It was a common practice among Scuttlers to incessantly repeat their names, professions, and characteristics aloud, so as to prevent the twilight glow from wiping their memories.
