Private Jenkins was supposedly a Terran Dominion marine who operated out of Outpost 38-BC-16. According to a message to Major Lance Wallace by Quartermaster Hadar, the base had 71% of its already limited ammo due to a wasted training exercise by Jenkins. Due to the degrading quality of the MREs sent to the outpost, Jenkins suggested the idea of using the rations as emergency ammunition, an idea Sergeant Paulson took into serious consideration.
