Tombi was the khan of Thalassia, an island in the Wushanko Isles. He was corrupt, was the eastern contact of The Skulls, who were originally from Wushanko, using them to enslave his people. He treated his island like a factory, producing gunpowder and using his wealth to force his slaves to build a palace out of jade. As a result, he was very unpopular with his people, who were too weak to stop him. He was killed by an assassin known as Ling, after a portmaster found a suitable replacement for him. The replacement quickly hung Tombi's corrupt officials, and rules Thalassia to this day.
