The broken shield half is one half of the Shield of Arrav. It is obtained during Dimension of Disaster: Shield of Arrav by giving a forged document to the skeleton clerks in the west branch of the New Varrock bank. You can combine both halves of the shield to make the Shield of Arrav, which can be given to Orlando Smith in the museum to complete the subquest.
