Consider dedicating a city or two (depending on strategy and map size) for the sole purpose of training Adepts. Even if you are not pursuing an Arcane army, having a good number of spellcasters is always useful for a nation. The earlier you start pumping out Adepts, the earlier they will gain experience and can upgrade to Mages and start gaining the more useful Channeling II spells.
