Bill Moss was a lawyer whom the person behind Johanna Beckett's murder hired to free Jordan Norris. Norris was in danger of spilling the beans in the murder of a woman whom he and the mysterious person behind Johanna Beckett's murder needed dead. Moss, however, intervened just as Norris was about to give Beckett a name which, if not that of the Dragon, was certainly the next link in the chain (possibly Ben Moss). (Dial M for Mayor)
