The Sanctuary Charter was the set of rules by which the Sanctuary Network was governed. One of its articles states that if a house head becomes physically or psychologically compromised, the second-in-command automatically takes over. According to Article 9, in the case of an apparent wrongdoing by a member of the senior staff, the house heads must launch an investigation. This does apply for all house heads, even Dr. Helen Magnus herself.
