The existence of the DIO was, in theory, unknown by anyone save its members and the Flowers. In practice, this being the PPC, rumours of it were and possibly still are widespread in HQ. One of the tasks of Agent Justin Agent, who ran the DIO Control Centre, was to deny and remove as soon as possible any reference to it on the HQ computer system. It is unknown whether this had any actual effect.
