Fenelon is an enslaved man in Minoc. The Avatar found him in Ultima V sewing sails near the harbour. Fenelon told the hero how the cruel Captain Blythe had enslaved him and young Rew. After showing Fenelon some kindness, he revealed a secret to the Avatar concerning the Sacrifice tax. The guard would leave at noon for lunch, and is not present at night, making it the perfect time to enter Minoc.
