Tatsuo is a weather forecaster in Yamataikoku. He is interested in everything to do with the weather even the magic and myths that can be used to control the weather with. He is interested in the myth of cursing the weather with a crafted item and has heard it works pretty well. He doesn't have knowledge on the materials that are needed to make the item to curse the weather, but instructs a passing Oni, the player, to acquire the items for him. When he finally makes the items he recognizes it as a simple paper ghost hung upside down to scare away bad weather, nothing magical about it.
