A sailor leaving the Norfolk Naval Base after being on a six-month deployment along with his buddy gets a shock when he finds the body of a young woman lying near a toilet area, prompting NCIS to investigate. The woman is dressed in the uniform of a Navy Lt. and it seems like a routine case except for the fact that the victim was never in the Navy.
