The MS-Virus (Matchless Soldier-Virus) was made by a Umbrella Lab in Raccoon City. Little is known about the virus however, from the informants diaries and a few reports this much is revealed, that the virus awakens a non death cell which stops the host from dying. But the virus was never fully completed as only the mouse version was finalised and tested on by the time of the Raccoon City Outbreak.
