Special Minister without Portfolio was a position in the cabinet of the Prime Minister of the Talbott Quadrant. It was created for Bernardus Van Dort, one of the architects of the Quadrant's inclusion into the Star Empire of Manticore, as way to involve him in the new government's work. (SI2)
