The main reason the Third Elephant War started was because Ouch Wittes and David were seen as reincarnations of the nation The UME which had disbanded in a matter of days after the Second Elephant War. With country membership quickly growing into the hundreds, it became obvious to some that The UME had reformed itself in these nations. The leader of the Ouch Wittes had a name similar to the last leader of The UME.
