Grants the consumer the ability to decrease any one stat or all stats of anything be it an Item, Person, or Ability. If the user decreases only one stat the "Nerf" is much more potent than if they decrease all stats. When used on a single stat it can be reduced to 1/4 the original, when used on all stats of the target they can be reduced down to 1/2 the original. (eaten)
