The Federation Medical Association (or FMA or UFPMA) was an organization of Federation physicians. They were a civilian counterpart to Starfleet Medical. Lieutenant Gary Mitchell once joked, after discovering Dr. Elizabeth Dehner in agreement with him on a tactical plan, that he'd received "the UFPMA Seal of Approval".
