Toll's City was a small population center surrounding a stone keep on Stratem. It was ruled by a "nasty mob of tyrants" known as the Chanters. At one point a fortified wall was built around the modest city, but building continued to expand outside the walls as villagers arrived from the surrounding countryside. The city had access to the sea at Toll's Landing. The court mage lived in a beehive apothecary sitting atop the city's lone hill.
