Keith John ("Jack") Taylor ( Wolverhampton , April 21 1930 - Shropshire , July 27 2012 ) was an English football referee . In total he was 33 years active and led more than a thousand games during his career. From 1963 to 1977 he was a FIFA referee. He is best known for the fact that he is the final lead of the World Cup 1974 in West Germany between host West Germany and Netherlands , 2-1 game that was won by West Germany. Some wrongful game reviews and do and do not assign any penalty took him by the non-neutral football topic of discussion.
