Rebels Are Terrorists was an anti-rebel propaganda piece created by an unknown artist who possibly worked for COMPNOR or one of the Imperial propaganda bureaus. This work was designed to push the Imperial message that the rebels were not freedom fighters, but terrorists. They used the devastating attacks of militant rebel cells like Saw Gerrera's Partisans as the foundation of their accusations against the greater Rebellion.
