Unlike true daleks, who were the mutated Kaleds, Imperial Daleks were created from the heads of cryogenicly frozened bodies. When Davros was taken by the daleks to Skaro for his trial, the Imperial Daleks that were not destroyed were taken as well and were conditioned to serve the Supreme Dalek.
