Lousac is a soldier guarding the slave labor on the Russian Lunar space station. When Spurs Jackson and Hank Roper infiltrate the base as slave-labor prisoners, they are sold out to Lousac by another prisoner called Skusk. Lousac takes them to the station commander for interrogation.
