The Underwater Fusion Plant is a level 3 structure available to both the CORE and the ARM. It has a few advantages over the Fusion Power Plant: more energy production and being underwater which hides it from visual and radar detection, at the cost of more resources and build time. The CORE Underwater Fusion Plant produces +1200 energy, while the ARM Underwater Fusion Plant produces +1150 energy.
