A High Council of seven members presides over the MCXA, including one Chancellor and six other elected members. The Chancellor is responsible for appointing Ministers for Defense, Foreign Affairs, Internal Affairs, and Finance. One member of the High Council is selected by that body to serve as Deputy Chancellor, to execute his powers during the Chancellor's absence. All High Council positions are elected for two-month terms, with the exception of the Chancellor, who is elected to a four-month term.
