A young, powerful Chechen warlord, featured in The Bourne Legacy (novel). He assumes the Chechen rebel's leadership after arranges Khalid Murat's death on Khan's hands. Arsenov becomes the Spalko's right-hand after the event. However, Spalko and Zina betrays him as a scapegoat during the terrorism summit in Iceland. He survives, and manages to foil Spalko's plan, but it is payed with his death.
