Xabi is the king of Palmia. When you interact with him, it says, "(he ignores you...)" unless you have the message from Slan, at which point he becomes a bit more amiable. He cannot be dominated. You should kill him before venturing into Lesimas to find Karam if you want Xabi's figurine and card, because when you come back to Palmia to complete the main quest, his royal majesty will no longer be accepting audiences. In Elona+, should you not kill Xabi before venturing into Lesimas and have access to Lost Irva, you can kill him in Amur-Cage, get his card, and his figurine.
