Jeffers was a Manticoran citizen and an officer of the Royal Manticoran Navy. Holding the rank of Lieutenant, he served as logistics officer of the heavy cruiser HMS War Maiden during its mission to the Silesian Confederacy. (HHA3.1: MMH)
