It has been mentioned many times in Grand Theft Auto V and The After Dark Scene, along with other locations from the GTA series and other possible Rockstar fanon titles. It is implied that San Tiago is based off Sacramento, California. While San Tiago is in the State of San Andreas (which is based off California), it is keeping the tradition of basing locations off real areas as suit in the GTA series.
