Mr. Bailey is a fictional character in the Hey Arnold! TV Series. He works at the Federal Office of Information. He's the kind of person who only looks out for himself, but he can be helpful if you push the right buttons — for example, offer to do his Christmas shopping, or point out that his favorite donut shop will be torn down to make room for the new mall.
