Dick Shipp, commonly known as Wink Summers, is the chief meteorologist of his hometown, and possibly the entire county. He tends to make inaccurate announcements about the weather, or at least middle school student Nate Wright takes it this way. Wright often calls him on his telephone to complain about the weather that they are having. Wright also has a tendency to make them personal and ask if everything is okay at home. The reason he calls himself "Wink" is because he feels that appearing as Dick Schipp on television is "playing with fire." He has an unidentified son that takes oboe lessons.
