J. Scotland "Scotty" Bumpsted was the police-officer brother of Spaldoni. He entered Tracy's life after his brother's death. Scotty helped Tracy capture Doc Hump, but was seriously injured by Larceny Lu and Steve the Tramp. Temporarily paralyzed, he eventually regained consciousness after help from a therapist Tracy had sent.
