The Council of Commons was the second of Tortall's governing councils in the fifth century of the Human Era. It can be assumed that the Council of Commons had an inferior position to the Council of Lords, although they certainly also had important rights as both councils voted on funds. The name suggests that the council consisted of commoners; it could even be that women were allowed on the council during the rule of Jonathan IV of Conté, but there isn't any substantial information on the topic.
