Rachel Rapp is a member of a civilian law enforcement team who is also the counterpart to NCIS Special Agent Caitlin Todd and also the only female member of the unnamed civilian team. Like Kate, she finds Anthony DiNozzo's antics childish and easily gives him the brush-off when he attempts to charm her or invite her out for Chinese food. It's presumed that this is the same thing that Rapp experiences with her colleague, Primo Monteleone.
