When you see the following message: NO POLICE: This place is a haven for criminals and is generally not manned by IC Police. The following rules apply: 1.) The room you are in as ICly 'under the radar' of major law enforcement. This does not mean that local law enforcement don't know about the place, and that they do not know that it is a haven for criminals. While they don't know this by default, individual law enforcement PCs may discover it through RP. If it is discovered through RP, a police presence would still not be welcome in the room in question (this means police openly patroling the place, or army objects owned by the police or local military).
