J. Howard Jackson was a publishing mogul. Mr. Jackson came through Mayberry two weeks prior to Andy's visit- receiving a speeding ticket. Claiming to be busy, Andy let him go- under the condition he would pay the fine in the future. Two weeks passed and he never paid the ticket, so Andy goes to his office to take him in.
