The House of Emissaries is a part of the Stormwind Council. It is a chamber of the parliament, holding emissaries of the Stormwind's most important foreign relationships, which affect its local trade and militairy regime directly, or represents the many foreigners present in Stormwind City which do not yet have a citizenry status.
