CTU continues its search for Cheng Zhi and the stolen, but damaged circuit board. Cheng tries to counter these efforts by extracting a certain target from CTU as a price tag to get the component fixed and operational. Meanwhile, Tom Lennox and Lisa Miller attempt to slow down the threat of war with Russia by manipulating their unsuspecting mole.
