Neufer was a Havenite citizen and an enlisted soldier of the People's Marines. In the early 1910s PD, he served in the Marine complement of the superdreadnought PNS Rousseau, and was part of Admiral Esther McQueen's security team during the Leveler Uprising. (HHA1.3: AWoG)
